An executive order can be used by a governor in a time of emergency to mandate laws or rules to be effective immediately to protect public safety. Executive Orders have broad authority and can call upon all resources of the government to effectuate their purpose. The executive orders issued by Governor Abbott related to the spread of the COVID-19 virus, if violated by an individual subject to its mandates, can result in a criminal punishment of jail confinement up to 180 days and a fine of up to $1,000.00.
